How diesel is priced in India

India keeps fuel taxes moderate but imports most refined product, so freight, currency and import parity pricing all matter alongside the crude benchmark.

With VAT at 12%, a $10/bbl move in Brent works out at roughly $0.07 per litre at the pump, before retailers adjust their margins.

India is the third-largest oil consumer globally, importing over 85% of its crude oil needs. Indian refiners primarily purchase Brent-linked crude from the Middle East, making Brent price movements directly impactful on fuel prices across the country.

From barrel to pump in India

A barrel of Brent contains 158.987 litres, but a refinery does not turn one barrel into 158.987 litres of diesel. Yields differ by crude grade and refinery configuration, and the remaining volume becomes other products — gasoline, jet fuel and fuel oil. What the crude price sets is the input cost floor, not the pump price itself.

At a Brent price of $74.32 per barrel, the raw crude component works out at about $0.467 per litre. Everything above that in India roughly $0.48 per litre — is refining, logistics, retail margin and tax.

Why diesel is priced on a different curve from crude

Diesel is not simply "the other fuel". It comes from a different part of the barrel, is held to a different specification, and is bought by a different set of customers than gasoline — which is why the diesel price in India can move in the opposite direction to Brent for weeks at a time.

Diesel comes from the middle of the barrel. It is drawn from the same distillation cut as jet fuel and heating oil, which means those three products compete for the same molecules. Middle distillate — diesel, jet fuel and heating oil together — is typically the largest single slice of a refined barrel, commonly 30–40% for Brent-type crude, and a hydrocracker can raise the diesel share further at the expense of fuel oil. When jet demand recovers or a cold snap lifts heating-oil offtake, diesel supply tightens without a single barrel of crude changing hands.

Diesel quality is measured by cetane number, not octane — cetane rates how readily the fuel ignites under compression, and EN 590 sets a minimum of 51 for road diesel. Sulphur is the other binding spec: ultra-low-sulphur diesel is capped at 10 parts per million across the EU and most of Asia-Pacific, and 15 ppm in the United States. Removing that sulphur takes hydrogen and hydrotreating capacity, and the cost of doing it is a permanent part of the diesel price that gasoline does not carry.

Cold-flow additives matter less in India's climate than in northern markets, so the local pool avoids the winterisation cost that lifts European and North American distillate prices each year. The binding constraint is different: diesel carries the freight, agricultural and irrigation load, which makes it the fuel with the largest macroeconomic footprint in the region. Governments have historically intervened in diesel pricing more aggressively than in gasoline for exactly that reason, and diesel volumes typically run well ahead of gasoline volumes.

The demand base is completely different from gasoline. Diesel moves freight trucks, rail, agricultural machinery, construction and mining equipment, marine engines and backup generators. That makes it an industrial-activity indicator rather than a consumer one — distillate demand tracks GDP and trade volumes, and in markets with an unreliable grid, generator fuel puts a hard floor under consumption. Because heavy freight electrifies far more slowly than passenger cars, diesel demand is structurally stickier than gasoline demand.

Two policy shifts still shape the global distillate balance. The IMO 2020 cap cut marine fuel sulphur to 0.5%, pulling shipping demand out of high-sulphur fuel oil and toward distillate blends. And Europe's long push toward diesel passenger cars, followed by its reversal after 2015, left the region structurally short of diesel and long of gasoline — which is why Europe exports gasoline and imports diesel, and why the diesel crack spread usually peaks in the northern winter rather than the summer.

How India taxes diesel against the other grade

India taxes diesel at about $0.16 per litre, roughly $0.06 less than gasoline. That discount is a deliberate policy choice found across much of Europe and Asia: cheaper diesel lowers freight and agricultural costs, which feed into food and goods prices. It also means the diesel pump price here is more exposed to crude moves than the gasoline price, because a smaller fixed tax wedge sits between Brent and the till.

The northern winter still sets the tone even here. When European and North American heating demand tightens distillate, cargoes are bid away from warm-climate importers and landed diesel costs rise, usually with a few weeks of lag behind the northern cold snap.
