Azerbaijan is not an OPEC member but participates in the OPEC+ declaration of cooperation, so it takes on a voluntary production commitment without a seat in OPEC itself. That gives it influence over the supply side of the Brent price while leaving it exposed to compliance disputes: when OPEC+ discipline slips, the benchmark usually falls faster than the group's own output rises.
Landlocked and Caspian barrels are sold as differentials to Dated Brent once they reach a seaborne loading point, so pipeline tariffs and export-route politics sit between the benchmark and the realised price.
Azerbaijan refines for its own market. Domestic refining means crude is imported or produced and converted locally, so the local fuel price reflects crude cost plus the domestic refining margin rather than the landed cost of finished product. Refinery outages and turnaround schedules can therefore move pump prices here independently of Brent.
Crude is invoiced in US dollars worldwide. Where local prices are quoted in dollars or in a dollar-pegged currency, that removes one layer of volatility: buyers in Azerbaijan face the crude move on its own, without an exchange-rate move stacked on top of it.
