Oil Market & Oman

Oman is a significant Middle Eastern producer outside OPEC quotas, with onshore and offshore fields supplying Asia. Omani crude is a key pricing benchmark in its own right and is quoted relative to Brent.

Classified here as a opec+ participant (non-opec), Oman trades against the Dubai/Oman average, with Brent for westbound cargoes. That is the pricing reference the sections below work from — the headline Brent number quoted at the top of this page is the global marker, not necessarily the price Oman settles at.

Fuel prices at the pump in Oman

Crude oil is only part of what drivers in Oman pay. Fuel duty, VAT, refining and distribution costs sit on top of the Brent benchmark. These pages break the pump price down component by component.

Oman is not an OPEC member but participates in the OPEC+ declaration of cooperation, so it takes on a voluntary production commitment without a seat in OPEC itself. That gives it influence over the supply side of the Brent price while leaving it exposed to compliance disputes: when OPEC+ discipline slips, the benchmark usually falls faster than the group's own output rises.

Official selling prices for Asian buyers are set as a differential to the Dubai/Oman average, while cargoes heading west are priced against Brent. The Brent–Dubai spread therefore steers which direction barrels flow.

Oman refines for its own market. Domestic refining means crude is imported or produced and converted locally, so the local fuel price reflects crude cost plus the domestic refining margin rather than the landed cost of finished product. Refinery outages and turnaround schedules can therefore move pump prices here independently of Brent.

Crude is invoiced in US dollars worldwide. Where local prices are quoted in dollars or in a dollar-pegged currency, that removes one layer of volatility: buyers in Oman face the crude move on its own, without an exchange-rate move stacked on top of it.
