Brunei Darussalam is not an OPEC member but participates in the OPEC+ declaration of cooperation, so it takes on a voluntary production commitment without a seat in OPEC itself. That gives it influence over the supply side of the Brent price while leaving it exposed to compliance disputes: when OPEC+ discipline slips, the benchmark usually falls faster than the group's own output rises.

Asian refiners buy most of their crude on Dubai/Oman-linked term contracts from Gulf producers, and top up with Brent-linked Atlantic Basin cargoes when the Brent–Dubai spread makes that arbitrage work.

Brunei Darussalam has only limited refining capacity relative to demand, so it exports crude and re-imports refined product. That combination is unforgiving: the country sells at a benchmark-linked crude price and buys back at a product price that includes someone else's refining margin and the freight both ways.
