Oil Market & Philippines
The Philippines has negligible crude production and imports most of its oil, largely from the Middle East. As an island archipelago, its fuel market is exposed to tanker freight and Brent-linked product prices.
Classified here as a net importer, Philippines trades against the Dubai/Oman average and Brent. That is the pricing reference the sections below work from — the headline Brent number quoted at the top of this page is the global marker, not necessarily the price Philippines settles at.
Fuel prices at the pump in Philippines
Crude oil is only part of what drivers in Philippines pay. Fuel duty, VAT, refining and distribution costs sit on top of the Brent benchmark. These pages break the pump price down component by component.
Oil Price in Philippines — FAQ
Where Philippines sits in the crude market
| Role in the crude market | Net importer |
|---|---|
| Priced against | the Dubai/Oman average and Brent |
| Refining capacity | Refines mainly for the domestic market |
| Region | Southeast Asia |
| Pricing currency exposure | PHP against USD |
| Retail pricing regime | Market-set pump prices |
Philippines produces no meaningful volume of crude, so every barrel consumed has to be bought at an internationally set price. That makes the Brent benchmark a direct input into the trade balance: a sustained move in crude shows up in the current account, in the currency, and eventually in domestic inflation.
Asian refiners buy most of their crude on Dubai/Oman-linked term contracts from Gulf producers, and top up with Brent-linked Atlantic Basin cargoes when the Brent–Dubai spread makes that arbitrage work.
Philippines refines for its own market. Domestic refining means crude is imported or produced and converted locally, so the local fuel price reflects crude cost plus the domestic refining margin rather than the landed cost of finished product. Refinery outages and turnaround schedules can therefore move pump prices here independently of Brent.
Crude is invoiced in US dollars, so buyers in Philippines face two prices at once: the Brent price and the PHP exchange rate. A weakening PHP raises the local cost of a barrel even when Brent is flat, which is why domestic fuel prices in currency-exposed markets often fail to fall when the benchmark does. The reference rate used in the estimates on this site is 58 PHP per USD.
